This is the Sendai pageant of Starlight an illumination event that is held annually as a winter tradition in Sendai City, Miyagi Prefecture Tohoku Japan.
At the 30th anniversary lighting ceremony of the light pageant, the official image song, May J.’s “Sparkle-Believe in Shine-” was shown.
